    Washington, DC- Today the Postal Regulatory Commission issued its 2014 Annual Report to the President and Congress. It describes Commission activities of the last fiscal year and the extent to which regulations are achieving the objectives set forth by the Postal Accountability and Enhancement Act of 2006.

    Washington, DC – Today Tony Hammond and Nanci E. Langley were sworn in as Commissioners at the Postal Regulatory Commission by Acting Chairman Robert G. Taub. They return to the Commission after having first been appointed in 2002 and 2008, respectively.

    “It is a great pleasure to welcome Commissioners Hammond and Langley back to the agency,” said Acting Chairman Taub. “Their invaluable knowledge of postal matters and devotion to the Commission’s work has been missed.”

    Washington, DC – President Barack Obama today formally designated Commissioner Robert G. Taub as Acting Chairman of the Postal Regulatory Commission (Commission), effective immediately. He succeeds Ruth Y. Goldway who has served as Chairman since August 2009.

    Chairman Taub was sworn in as Commissioner in October 2011, following his nomination by President Barack Obama and confirmation by the United States Senate. The Commission elected him Vice Chairman for calendar year 2013.

    Washington, DC – Today the Postal Regulatory Commission issued final regulations that establish new procedures concerning requests from the Postal Service to conduct market tests of experimental products. The regulations balance the Commission's oversight authority over market tests with the Postal Service's need for flexibility to test new product ideas. The regulations also reflect the lessons learned from past market tests.

    Washington, DC – The Postal Regulatory Commission has established Docket No.PI2014-1, to invite public comments on the meaning of “other public services or activities” by the Postal Service under 39 U.S.C.3651(b)(1)(C) for cost reporting in its Annual Report to the President and Congress.

    Washington, DC – In a report released today, the Postal Regulatory Commission evaluates the Fiscal Year 2013 performance goals and Fiscal Year 2014 performance plans of the United States Postal Service. The Commission had in previous years provided this analysis in its Annual Compliance Determination report. However, the Commission has determined that issuing its analysis in a separate report allows the Commission to provide a more in-depth review of the Postal Service’s goals and plans than in previous years.

    Washington, DC – The Postal Regulatory Commission today released final regulations on the treatment of mid-year rate reductions, de minimis rate increases, and rate incentives for purposes of the price cap system established under the Postal Accountability and Enhancement Act. The rules create a new type of rate filing called a “Type 1-C rate adjustment.” Type 1-C rate adjustments allow the Postal Service to reduce rates without calculating the annual limitation on the percentage change in rates.

    Washington, DC – Today the Postal Regulatory Commission introduced modernized rules to respond to Postal Service requests for Advisory Opinions on major changes to postal services. Under these new rules, the Commission would seek to issue future advisory opinions in 90 days or less while still meeting the requirements of the Administrative Procedure Act. The Commission will balance the expedited review of such requests with opportunities that continue to ensure meaningful public participation.

    Washington, DC – Today the Postal Regulatory Commission issued its 2013 Annual Compliance Determination (ACD) report, an assessment of the U.S. Postal Service’s rates and service in Fiscal Year (FY) 2013. This year’s ACD is based on information the Postal Service is required to provide to the Commission and comments from the public.
