3/28/16Washington, DC – The Postal Regulatory Commission (Commission) today issued its statutorily mandated Annual Compliance Determination (ACD) assessing the Postal Service’s compliance with pricing and service performance standards in fiscal year (FY) 2015. The most pointed critiques identified in this year’s ACD relate to service performance generally, and cost and service problems with flat-shaped mail (flats).
Washington, DC – In testimony presented before the U.S. Senate Committee on Homeland Security and Governmental Affairs on January 21, 2016, during a postal hearing titled “Laying Out the Reality of the United States Postal Service,” Acting Chairman Robert G. Taub outlined the Commission’s analysis of the various challenges that contribute to the Postal Service’s current financial condition. The Acting Chairman concluded his presentation by asking, “Where can we look for answers? I would argue that the starting point is to look at ourselves.
Washington, DC – The Postal Regulatory Commission issued Order No. 3047 addressing issues on remand that applies to Full Service Intelligent Mail Barcode (IMb) and Flats Sequencing System (FSS) processing. In addition, the Commission also published a notice of proposed rulemaking requesting comments on a procedural rule for motions concerning mail preparation changes that require compliance with price cap rules.

Washington, DC – The Postal Regulatory Commission (PRC) voted unanimously in December to designate Commissioner Nanci E. Langley as vice chairman of the PRC effective January 1, 2016. PRC regulations provide that the commissioners elect a member to serve as vice chairman for a term of one year. Commissioner Langley succeeds Commissioner Tony Hammond.
Washington, DC – The Postal Regulatory Commission has established Docket No. PI2016-2 to solicit public comment on the scope of its authority over Postal Service determinations to close or consolidate post offices. Title 39 of United States Code 404(d) sets forth the requirements for the Postal Service to follow when it closes or consolidates a post office and authorizes the Commission to review these closures and consolidations.
Washington, DC – Representatives of the Postal Regulatory Commission and the United States Postal Service met on October 27, 2015 to share information of interest concerning the operations of both organizations.
This session was limited to the sharing of information for the purpose of familiarizing each entity with the operations of the other organization, such as reporting on the status of major initiatives. Pending (or anticipated) postal matters before the Commission were not discussed, nor did deliberations or decisional matters take place during this session.
Washington, DC – The Postal Regulatory Commission today announces the appointment of Stacy L. Ruble as Secretary and Chief Administrative Officer. In his new role, Mr. Ruble will oversee the day-to-day operations of the Commission’s Office of Secretary and Administration which provides management and staff support to the Commission’s operational offices. Mr. Ruble succeeds Shoshana Grove who is retiring from the position after more than 40 years of service in the postal industry.
Washington, DC – The Postal Regulatory Commission today announced changes to its website, www.prc.gov, that enhance access to USPS Service Performance information. Visitors to the site now have the ability to quickly access Quarterly Periodic Service Performace reports filed with the Commission by the Postal Service, Commission analysis of Postal Service fiscal year program performance and performance plans, Annual Compliance Determination reports since inception in 2007, and all dockets related to service performance.
