Washington, DC – Today the Postal Regulatory Commission (Commission) issued its 2019 Annual Compliance Determination (ACD), an assessment of the U.S Postal Service’s rates and service performance in Fiscal Year 2019. The Commission is required to issue its ACD 90 days after the filing of the Postal Service’s Annual Compliance Report (ACR).
The following is a summary of the Commission’s principal findings, recommendations, and directives.

Washington, DC – Today, the Postal Regulatory Commission announced that Erica A. Barker, a senior attorney practicing administrative law in the agency’s Office of the General Counsel, has been selected to lead its Office of the Secretary and Administration (OSA) effective today. In her new role as Chief Administrative Officer, Ms. Barker will oversee the day-to-day functions of budgeting and accounting, human resource management, records and data management, contracts and audits, facilities, and information technology.

Washington, DC –Today, the Postal Regulatory Commission (Commission) issued a revised notice of proposed rulemaking aimed at modifying the system for regulating rates and classes for Market Dominant products. This revised rulemaking takes into consideration comments received after the first rulemaking in December 2017, and further consideration by the Commission.

PRC Selects Jennifer Alvarez Warburton to Lead its Office of Public Affairs and Government Relations
Washington, DC –The Postal Regulatory Commission is appointing Jennifer Alvarez Warburton as the agency’s director of public affairs and government relations, effective October 15, 2019. Ms. Warburton brings more than two decades of postal and legislative expertise to the Commission. In addition to serving as the chief of staff to a member of Congress, Ms. Warburton has extensive experience working at the U.S.

Washington, DC – In a unanimous decision, the Postal Regulatory Commission (Commission) voted to designate Commissioner Michael M. Kubayanda Vice Chairman of the Commission for the remainder of the 2019 calendar year and the full 2020 calendar year. Title 39 of the United States Code Section 502 (e) provides that “The Commissioners shall by majority vote designate a Vice Chairman of the Commission. The Vice Chairman shall act as Chairman of the Commission in the absence of the Chairman.”

Washington, DC – Ann C. Fisher (R) and Ashley E. Poling (D) were confirmed by the Senate and begin their first term as commissioners of the Postal Regulatory Commission (Commission). President Donald J. Trump nominated Fisher and Poling for terms that extend through 2024.
Ms. Fisher and Ms. Poling assume their roles at a critical time, as the Commission is currently involved in a major review of the system for setting Market Dominant rates.
