Chairman's Message

On December 5, 2011, the Postal Service proposed to change the “service standards” that govern how long it takes for the mail to be delivered.  The Commission is now reviewing the proposal (Docket N2012-1).  The most significant revisions would eliminate overnight service for First-Class Mail and Periodicals, and would instead provide two and three day delivery service.  The intent of these changes is to capture significant cost savings from the consolidation of the Postal Service’s mail processing and transportation networks.  This proposal will impact in significant but varying ways, the mail service, all business mailers, and the mailing public.


My fellow Commissioners and I will review the proposed service standards along with the Postal Service’s evidence and justifications in this filing.  We will listen to testimony at public hearings and then render our Advisory Opinion based on evidence developed in the case.  We encourage interested members of the public to participate in the process.


It is important to note that the Commission does not review individual closures of mail processing facilities.  I have sent a letter to members of Congress to clarify our role in this process.   Look to the left in the What’s New column to read a copy of this letter.

Schedule for Regular and Predictable Price Changes

 

The Postal Service expects to implement price changes for all of the
market-dominant classes on January 22, 2012.  The Postal Service expects
to implement price changes for all of the market-dominant classes in mid April of each subsequent year. 

 

The Postal Service expects that all of the market-dominant classes will
experience a price increase on January 22, 2012, equal, on average, to the
applicable price cap limitation.  The Postal Service expects that, in each
subsequent year, price changes for all of the market-dominant classes will
equal, on average, the price cap limitation applicable in that year.

 

Postal Service price increases for market-dominant products are subject to a statutory, CPI-based price cap.  The price cap for future increases will not be finalized until the Postal Service files a Notice of Rate Adjustment with the Commission.
